The image of the town is strongly influenced by the
double mini-roundabouts in the heart of the town, which
gives a negative impression to passing traffic. The same
features make it difficult to move between the northern
and southern sides of the town isolating the Waterloo
Road Memorial Gardens and Museum from the centre. The
southern end of the town centre around Victoria Hall
does not have any through movement and the normal
coming and going of pedestrians. The town does not make
the best use of its wonderful landscape or the streams
that run through it. It is not surprising
therefore that in social and economic terms the town
has a number of problems.
If a new heart for the town can be established drawing
on many of the town’s existing assets and putting
in place an attractive network of streets and spaces then
the town will be able to exploit the natural advantages
of its location and develop as an attractive place to
live and visit.
The Vision for the town is simple: the creation of an
urban framework (a layout for the town and how people
move around it and where buildings sit) will allow the
town to evolve in the future. Five goals were
identified to underpin the delivery of the vision and
deliver a sustainable urban framework.
